Congress Members Advocate for Retail Crime Fighting Center
In response to the escalating threat of organized retail crime, U.S. Rep. Dave Joyce, R-Ohio, recently spearheaded a bipartisan effort urging the Department of Homeland Security to bolster its fight against these sophisticated criminal operations. A letter dispatched last week, bearing the signatures of 85 diverse lawmakers, was sent to acting Director Patrick Lechleitner of U.S. Immigration and Customs Enforcement and Executive Associate Director Katrina Berger of Homeland Security Investigations (HSI). The letter sought updates on current initiatives and called for enhanced coordination in tackling retail crime.
In 2022, HSI initiated its inaugural significant retail crime effort, Operation Boiling Point. This operation forged collaborations between HSI and industry organizations such as the Coalition of Law Enforcement and Retail, the National Retail Federation, the Retail Industry Leaders Association, and the Transported Asset Protect Association, among others. These partnerships aimed to target and investigate organized theft rings, involving over 7,100 special agents.
A primary demand within the recent letter was the establishment of an Organized Retail Crime Coordination Center within HSI. The concept for this center originates from provisions included in the 2024 Department of Homeland Security Appropriations Act. The proposed center would improve inter-agency law enforcement collaboration and partnerships with businesses, thereby improving information exchange. The letter stresses the necessity of this initiative given the increasingly sophisticated nature of these criminal activities.
