Lithuania’s offshore wind tender fails due to lack of bidders

Lithuanian authorities have stated that the second tender for the development of an offshore wind farm has failed.
According to Lithuania’s National Energy Regulatory Council, the tender failed due to only one participant registering before the deadline passed.
The country’s law states that two participants must register for a tender to be considered successful. When the final deadline for submitting applications expired, the only bid came from Lithuania’s state-owned Ignitis Group.
This was the second attempt to find a developer for a 700MW offshore wind farm in the Baltic Sea. The government restarted the tender on June 9, 2025.
The tender should have been wrapped up by September 8, but was temporarily suspended before being resumed on October 6, with applications accepted until Tuesday, October 7.
The National Energy Regulatory Council has stated that the decision to re-announce the tender is in the government’s jurisdiction.
