Liberia, the Republic of the Marshall Islands, and the Republic of Panama continue to strengthen cooperation through the International Flag-State Association (IFA).

Established in 2021, IFA brings together the world’s three largest ship registries. It provides a formal platform for flag States to address global maritime challenges. The focus includes safety, security, environmental protection, and seafarer welfare.

IFA fills a long-standing gap in the maritime sector. Until now, flag States lacked a dedicated global forum for structured cooperation and policy alignment.

Information sharing remains a key priority. In 2024, IFA enhanced the Registry Information Sharing Compact (RISC). Members upgraded the system with an integrated online database. The platform allows participating flag States to share data on high-risk or non-compliant vessels and identify suspicious activities more efficiently.

IFA now plans its next step. The association intends to apply for consultative status at the International Maritime Organization. This move would allow IFA to contribute more directly to global maritime policymaking.

Founding representatives from the three registries stressed the importance of global coordination. Together, they represent more than 40% of the world’s gross tonnage. They emphasized that shipping is a global industry and requires harmonized international regulations.

IFA remains open to additional flag States that share its commitment to higher standards and global cooperation.
