Lithuania’s state-owned Ignitis Group has decided to participate in the country’s tender for the rights to develop at least 700MW of offshore wind capacity in the Baltic Sea.
The company participated in the tender through a subsidiary of Ignitis Renewables.
Under the tender regulations, the potential developer can submit either the development fee or request support in the form of a two-way contract for difference in the range between €75.45 per MWh ($87.74 per MWh) and €125.74 per MWh ($145.89 per MWh).
This is partially indexed until obtaining a generation permit, but not longer than eight years from obtaining a development and operation permit.
The tender was relaunched on June 9, 2025, and continued on October 7, 2025. The winner is expected to be announced by Lithuania’s National Energy Regulatory Council, which is overseeing the process, by the end of 2025.
The tender was temporarily stopped at the start of the year. The government said at the time that it would re-evaluate the conditions for the tender so that the impact on electricity prices for consumers would be minimal.
Ignitis’ strategic priority is to increase its renewable capacity from 1.4GW in 2024 to 4–5GW by 2030. The company’s current installed renewable capacity stands at 2.1GW.
