MPA and DP World Canada formalize agreement for container terminal

The Montreal Port Authority and DP World Canada have formalized a Joint Development Agreement to advance the Contrecœur container terminal project.

This agreement, executed on August 28, integrates DP World into Montreal’s terminal operations ecosystem and represents a significant milestone in Canada’s port infrastructure development.

The joint development agreement establishes a structured implementation pathway whereby the MPA and DP World Canada will complete terminal design specifications and formalize construction-operational contracts within the coming months.

Contract activation will coincide with the commencement of terrestrial development activities, ensuring seamless transition from planning to execution phases.

The partnership employs a distinctive dual-phase approach that optimizes expertise allocation: The MPA oversees in-water construction through a collaborative design-build partnership with CTCGP (Pomerleau and Aecon), while, DP World assumes comprehensive responsibility for land-based development, including container yards, operational facilities, utility systems, and rail connectivity, followed by a 40-year operational commitment.

According to Julie Gascon, President and CEO of the Montreal Port Authority highlighted that by combining innovation, sustainability principles, and world-class operational expertise, they’re reinforcing Montreal’s strategic position as a critical economic catalyst for Quebec and Canada.

Doug Smith, CEO of DP World Canada, emphasized the broader regional implications, saying that the Contrecœur terminal will function as a significant economic driver for Quebec and Eastern Canada, generating substantial employment during construction phases and fostering sustained economic growth through expanded trade capacity.
