SC Ports opens Cosgrove Avenue extension

South Carolina Ports has opened the new Cosgrove Avenue extension and pedestrian bridge in North Charleston. The project, part of the Navy Base Intermodal Facility (NBIF), lifts Cosgrove Avenue over the rail yard, allowing trains to move freely while keeping traffic and pedestrians safe.

SC Ports President and CEO Phil Padgett said the facility will move cargo more efficiently from the Port of Charleston to inland markets. He added that the port also aims to be a good neighbor by providing safe access for residents living near the site.

Local and state leaders, including North Charleston Mayor Reggie Burgess, joined the opening ceremony. Burgess said the overpass improves safety, enhances connectivity, and opens new opportunities for residents to access jobs, recreation, and future community development.

The new bridge also connects to the Navy Yard Charleston redevelopment and the Navy Yard Industrial Campus, supporting both community life and business growth. A 12-foot-wide multiuse path runs along the bridge, giving pedestrians a safe link to nearby neighborhoods and attractions.

Katie Zimmerman, executive director of Charleston Moves, praised the project for prioritizing vulnerable road users. “It is an example of how every infrastructure project should plan for multiple modes of transportation,” she said.

SC Ports is also finishing a new 15,000-square-foot community recreation center in North Charleston’s Chicora-Cherokee neighborhood this fall as part of its commitment to the community.
