Forth Ports, the owner of the Port of Tilbury, has announced ambitious plans to expand its Thames-based port and industrial hub with the proposed development of a new port area Tilbury3.
An outline planning application has been submitted to Thurrock Council for the redevelopment of a 100-acre brownfield site located adjacent to the existing Tilbury2 terminal.
The proposed site, equivalent in size to 70 football pitches, will become a key component of the Thames Freeport, benefiting from designated tax incentives to drive investment, trade, and job creation in the region.
The brownfield site, formerly part of the Tilbury Power Station, is strategically positioned to leverage existing infrastructure.
T3 will share vehicle access routes with T2, providing direct links to the strategic highway network, river access, and rail freight connections, enabling seamless multimodal logistics.
The proposal builds upon the Environmental Impact Assessment (EIA) already submitted and will incorporate robust measures to address the ecological characteristics of the site.
As with previous developments at Tilbury2 and the London Distribution Park (LDP), the Port is committed to biodiversity net gain.

The Tilbury3 project is planned for phased delivery, with construction targeted to begin in 2026 and full operational readiness by 2030.
